As part of the EMPOWERED project, implemented with the support of the German Federal Ministry for Economic Cooperation and Development (BMZ), project partner PREDA Plus Foundation is supporting a local initiative in Istog, Kosovo, aimed at improving accessibility, promoting independent mobility, and ensuring equal access to essential public services for people with visual impairments.
The initiative focuses on the installation of tactile paving tiles along pedestrian routes connecting key public institutions and services in Istog. These include the Municipality Building, Main Family Medicine Center, Police Station, Court, Center for Social Work, Association of the Blind, HandiKos, and Cultural Center.
By establishing accessible pedestrian connections between these institutions, the initiative seeks to remove physical barriers that limit independent movement and access to public services. The planned improvements will contribute to safer navigation, greater independence, and more inclusive public spaces.
A total of 175 people with visual impairments, members of the local Association of the Blind, are expected to benefit directly from the improved infrastructure. In addition, an estimated 500–700 family members and caregivers will benefit indirectly, as greater independence in daily mobility can reduce the need for assistance and support.
Beyond physical infrastructure improvements, the initiative represents an important step towards strengthening social inclusion and equal opportunities at the local level. By making essential services more accessible, it contributes to creating an environment in which people with visual impairments can participate more independently and actively in community life.
Through initiatives such as this, the EMPOWERED project continues to support municipalities and local organisations across the Western Balkans in developing practical, sustainable solutions that improve the quality of life of persons with disabilities and promote more inclusive communities.
