Open dialogue in Novi Pazar: Advancing inclusive local policies for persons with disabilities

An Open Dialogue dedicated to improving local policies and strengthening the inclusion of persons with disabilities was held on 21 October 2026 in Novi Pazar, bringing together representatives of local institutions, civil society organisations and other relevant stakeholders to discuss key challenges, policy recommendations and opportunities for further cooperation. Organised within the EMPOWERED project, the event took place at the “Kompas” Day Centre for Children and Youth and provided an opportunity to present the Recommendations for Improving Local Policies for Persons with Disabilities in Novi Pazar, developed to support more inclusive and responsive local policies. The recommendations were prepared through a participatory process involving interviews with representatives of local institutions, civil society organisations and other stakeholders, focus group discussions with persons with disabilities and their family members, as well as public consultations. The document addresses several priority areas, including social services, employment, education and transition to the labour market, accessibility, access to information, and the participation of persons with disabilities in the development and monitoring of local policies. During the Open Dialogue, participants discussed the main challenges faced by persons with disabilities in Novi Pazar, opportunities for implementing the proposed recommendations and the importance of strengthening cooperation between local authorities, institutions and civil society organisations. Particular attention was given to translating the identified needs and recommendations into practical measures that can contribute to a more accessible and inclusive local community. The event also provided an opportunity to present the Public Call for Participants, offering persons with disabilities access to vocational training and work placements, psychosocial workshops and career counselling. These activities aim to strengthen professional skills, improve employability and support greater independence and participation in community life. The Open Dialogue highlighted the importance of continuous cooperation and the active involvement of persons with disabilities in decision-making processes that directly affect their lives. By bringing together different local stakeholders, the event contributed to strengthening dialogue and identifying opportunities for further improvements in local inclusion policies. The event was organised by the Initiative for Development and Cooperation (IDC) and the Youth with Disabilities Forum, with the support of Arbeiter-Samariter-Bund (ASB) and the City Administration of Novi Pazar, within the EMPOWERED project, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). Through activities such as this, the EMPOWERED project continues to promote participatory policymaking, strengthen cooperation between local stakeholders and support the development of more inclusive communities across the Western Balkans.
